The biggest risk in just handling li-ions (I am not talking about deep discharge or charging them in very cold environments etc. etc.) would be to accidentally short-circuit them (connecting the poles of the battery). The Convoy L21B cslnm1 is the candela king for under $50, though a lot of people would recommend the L21B SFT40 instead which is probably #3 for under $50.
