As someone with over 1.25m on lucian who's seen his highs and lows, this is one of his lows, this might possibly be the lowest i've seen him. It's a combination of meta and laning issues. Lucian naturally has an issue with killing tanks and brawlers so late game poses an issue.I find it more consistent overall in my games recently. It probably just fits Lucian’s trade pattern better than PTA, while still having good scaling. Typical Lucian trade is E-AA-Q, or Q-AA, which doesn’t proc PTA. Lucian Milio is way better than Lucian Nami personally, feels like you deal more damage and your Milio W continuously procs Lucian's passive to deal more damage on basic attacks which is why I think Milio does a better job than Nami. I don't think many people expect the damage Lucian can do with Milio so I recommend you play it :D. Voltaic->Ionians->Collector->Serylda->Kraken->BT/RFC. Collector can be exchanged for Essence Reaver or Stormrazor but then you lose the brutalizer+serrated dirk lane combo which will need to get nerfed at some point in the season since it's beyond broken right now.
